Owensboro Police Need Help Finding Missing Adult
The Owensboro Police are asking for the public's help in locating a missing adult. Richard Noffsinger went missing late Monday night.
According to the OPD's press release,
"On Monday, May 1, 2017 at approximately 9:25 p.m. the Owensboro Police
Department responded to the 900 block of Pennbrooke Avenue in reference to a
missing adult.
Officers spoke with family members who advised that adult male, Richard
Noffsinger, had left his residence on foot at approximately 8:00 p.m. Noffsinger
suffers from a decreased mental capacity."

Here is a description of Richard E. Noffsinger according to the OPD:
He is a white male about 6 feet tall and weighing 325lbs. He is 56 years old and was last seen near the 900 block of Pennbrooke Avenue in Owensboro.
He was seen wearing a dark jacket, light-colored pants, and white shows.
