A man classified as a "violent sexual predator" in Martin County has been arrested after allegedly operating his catering business inside the Loogootee Public Library.

Violations of sex offender restrictions are on the rise across the United States. These offenses have even affected small, rural communities like the city of Loogootee. One of the most recent arrests in Loogootee involved a local business owner who operated in an area prohibited by his sex offender status. Thanks to a vigilant community and modern technology, authorities were able to quickly address the problem without issue.

Loogootee Entrepreneur Arrested

According to the Martin County Sheriff’s Office, Allen Wiscaver, owner and operator of Humble Dawgs & Catering, was arrested on a warrant by the sheriff’s office on March 13. He was charged with unlawful employment near children by a sexual predator, a Level 5 felony. He is currently being held in the Martin County Jail without bond.

"Wiscaver is accused of operating his catering business inside the Loogootee Public Library after being hired by an agency using the library as a training location," the sheriff’s office said on social media. "Wiscaver has multiple convictions for sexual misconduct with a minor, which has classified him as a sexually violent predator in Indiana."

Addressing Sex Offender Violations in Martin County

Authorities added that Wiscaver has also been convicted multiple times for violating the conditions of his "sexually violent predator" status. This trend appears to be on the rise, with Martin County officers reporting a record of nearly two dozen such violations in 2024 alone. However, the increase may be more attributable to improved methods of tracking offenders rather than a sudden surge in violations.

Martin County Sheriff's Office App Success

In July 2024, the Martin County Sheriff’s Office launched a free mobile app to improve community safety and enhance offender supervision. The app allows users to submit tips and quickly locate offenders in their county using the sex offender map. In 2024, officers recorded nearly two dozen violations by registered sex offenders, resulting in criminal charges. Committed to a zero-tolerance policy, the Sheriff’s Office encourages residents to continue using this tool.

All suspects are presumed innocent until proven guilty.
